Is the river still frozen in Saskatoon? No
It's the same river, just upstream of Saskatoon
It's not frozen anymore

I was there on Sunday and there was still ice on Lake Diefenbaker (but
none on the river through Saskatoon). Contrary to some beliefs,
rivers often lose their ice prior to the lake that feeds them.

No. The river FEEDS the lake.

Generally, rivers lose their ice cover quicker because they are in
constant motion. Slower rivers freeze faster and thaw slower than faster
rivers. Lakes however, including lakes that are created by man-made
dams, move a lot slower than a river and therefore the ice cover doesn't
thaw at the same rate as the river that feeds it.

And if that's not knowledge you have, you could always use common sense
and realize that a lake is a much larger body of water than a given
section of a river and so will take longer to thaw. After all, 1 ton of
ice takes longer to melt than an ice cube.
